Who Authorizes Your Agent?
NIST just filed 35 questions about AI agent security. The federal government is asking the same thing every engineer should be asking: who actually controls what your agent does?
This week, NIST published a formal Request for Information with 35 specific questions about AI agent security — covering authorization models, action scope, and what happens when an agent does something its operator didn’t intend. It’s a federal agency asking for help understanding a problem that has no good answers yet.
The timing is not accidental. A well-documented incident from the same week involved a senior AI safety professional at a major tech company whose email inbox was permanently deleted by an AI agent she was testing. She attempted to stop it verbally. Then more emphatically. The agent had already committed the action. The “stop” command arrived after the point of no return.
Two incidents. One pattern: we have built systems that can act faster than we can authorize them.
The Authorization Gap
Here’s the shape of the problem. Modern AI agents can be granted access to real systems — email, calendars, databases, APIs, code repositories. They execute chains of actions. Those actions can be irreversible. The authorization model for most of these systems looks like this:
“The user approved the agent. Therefore, the agent is approved.”
That’s ambient authorization — a single upfront grant that persists indefinitely. It’s the same model as API keys, and it has the same failure mode: once the key exists, everything downstream inherits its trust level. The agent doesn’t check back in. It just acts.
The mental model people use for AI agents is conversational — it feels like talking to someone. But the execution model is programmatic — closer to a shell script with network access than a coworker you can interrupt. The gap between those two mental models is where inboxes get deleted.
What NIST Is Actually Asking
Reading through the NIST RFI, a few questions stand out for their precision:
- How should authorization scope be defined for multi-step agentic tasks?
- What mechanisms allow operators to constrain or revoke agent actions mid-execution?
- How should agents communicate uncertainty about the intended scope of a task?
- What logging and audit requirements should apply to agentic systems in high-stakes environments?
These are not abstract policy questions. They’re engineering requirements. And the fact that a federal standards body is asking them in 2026 means the industry hasn’t answered them yet — at least not in any standardized way.
The honest answer to most of these questions is: it depends on the agent framework, and most frameworks didn’t design for this.
The Two Models
There are fundamentally two approaches to agent authorization, and the industry has mostly defaulted to the wrong one.
Ambient authorization — the default — works like a permission grant at setup time. You authorize the agent, and it inherits that authorization for every action it takes, indefinitely. It’s simple to implement and easy to demonstrate. It’s also what lets an agent delete your inbox because you told it to “clean things up.”
Pre-authorization — the correct model — works like a flight plan. Before the agent takes a consequential action, it checks with a human. Not after. Not during. Before. The operator reviews the proposed action, approves or modifies it, and only then does the agent execute. Irreversible actions require explicit sign-off. The agent never outpaces human oversight.
Pre-authorization isn’t about slowing agents down. It’s about keeping humans in the loop for decisions that matter. Low-stakes, reversible actions can still be autonomous. The architecture just needs to know the difference — and most don’t.
The reason the industry defaults to ambient authorization isn’t laziness. It’s because pre-authorization is genuinely harder to build. You need a reliable way to classify action risk. You need an approval interface that doesn’t create so much friction that nobody uses the agent. You need a way to handle timeouts when the human doesn’t respond. You need audit trails. You need the ability to revoke in-flight.
None of that is technically impossible. It just requires treating authorization as a first-class architectural concern instead of an afterthought.
Why the Governance Layer Is the Durable Bet
In the same week as the NIST RFI, CrowdStrike’s stock dropped roughly 20% on concerns that agentic AI will disrupt the endpoint security model. The market is pricing in that traditional security perimeters become less relevant when the threat is an authorized agent doing something the operator didn’t intend — not an unauthorized actor doing something malicious.
Traditional security asks: is this actor allowed to be here?
Agentic security asks: is this action the right one, right now, in this context?
That’s a fundamentally different question, and it requires a fundamentally different kind of system to answer it. Not a firewall. Not an antivirus. A governance layer — something that sits between the agent and its capabilities, understands context, and enforces pre-authorization policies.
This isn’t a feature you bolt onto an existing agent framework. It’s an architectural commitment. Systems built without it can’t retrofit it cleanly, because ambient authorization is usually baked into the agent-tool interface at a low level.
What This Looks Like in Practice
A governance layer for agent authorization has a few core components:
- Action classifier — categorizes each proposed action by reversibility, scope, and risk tier before execution
- Policy engine — applies operator-defined rules to determine whether an action can proceed autonomously or requires approval
- Approval interface — surfaces proposed actions to the appropriate human with enough context to make a real decision (not just “approve / deny”)
- Audit log — immutable record of every action, the authorization path it took, and who approved what
- Revocation mechanism — ability to cancel in-flight tasks before they reach the irreversible point
Done right, this is transparent to users for routine actions and visible only when something genuinely needs review. The goal isn’t to add friction — it’s to concentrate friction at the moments that actually warrant it.
The Regulatory Signal
The NIST RFI is a leading indicator. When a federal standards body files 35 specific questions about agent authorization, what follows is typically a framework, then guidance, then — in high-stakes sectors — requirements. Healthcare, finance, defense, and critical infrastructure will be expected to have answers to NIST’s questions. Those answers need to be architectural, not policy documents.
Companies building agentic products for enterprise today are building the systems that will have to pass those audits in three years. The ones that built ambient authorization into their foundations will face expensive rearchitecting. The ones that built governance-first will have a defensible compliance story without touching their core.
This is why governance-layer infrastructure is not a nice-to-have for enterprise AI. It’s an inevitability. The only question is whether you build it in now or retrofit it under pressure later.
The Version That Runs on Your Hardware
There’s one more angle worth naming. Cloud-hosted agent platforms have a structural conflict of interest around authorization. The more friction they add, the less “magical” their demos look. The less magical the demos look, the harder it is to close enterprise deals on the frictionless-AI pitch.
On-premise and self-hosted agent infrastructure has no such conflict. When the system runs on your hardware, the governance layer is a feature that serves the operator — not a tradeoff that hurts the vendor’s demo. You can make authorization as strict as your risk posture requires without asking anyone’s permission and without it showing up as a line item on a cloud bill.
That’s the version of agentic infrastructure worth building.
